The Office of Assessment Services provides statutory services to a number of municipalities within Kenosha County through an independent contractual agreement between the Village and each community. The Property Appraiser or Appraiser I position is a full-time and exempt position within the Village of Pleasant Prairie Office of Assessing Services. This position will be engaged in various appraisal activities and requires the ability to act independently in both judgment and performance of their duties. Each position shall perform the activities of the job in accordance with State of Wisconsin and Village guidelines with the final product subject to review by the Director. 

Job Duties for Property Appraiser Include:

  •  Performs appraisal work of routine difficulty under the supervision of the Assistant Director or Appraiser III. 
  • Performs fieldwork measuring and describing residential buildings, mobile homes, and agricultural buildings under the direction of supervisory staff to ensure complete and accurate property records. 
  • Maintains land record classifications by field review and desk review of digital aerial imagery. 
  • Creates or updates land records for newly created or changed parcels of real estate. 
  • Reviews residential and mobile home property sales for descriptive correctness. • Maintains mobile home records and correspond with community managers. 
  • Explains to taxpayers the laws and procedures under which Wisconsin assessments are determined. 
  • Receives and investigates concerns about assessed values and resolve valuation issues with taxpayers. 
  • Responds to public inquiries for property information. 

Job Duties for Appraiser I In addition to Property Appraiser:

  • Determines the fair market value of residential and agricultural property through the application of professionally accepted standards and methods of mass appraisal. 
  • Analyzes property sales and other market/economic data to establish property values. 
  • Compiles data and prepares information/reports to substantiate property values. 
  • Analyzes statistical data and prepare statistical reports. 
  • Performs field reviews of new and existing property to ensure complete and accurate property records. 
  • Creates descriptive land records for newly created or platted residential subdivisions. 
  • Maintains mobile home descriptive information, sales data, and fee computations. 
  • Processes assessment appeals and prepares appraisal reports for residential appeal proceedings.
  • Maintains and updates data utilizing Microsoft Suite, Market Drive assessment management software, and NCSS software. The ability to work with Crystal Reports is a definite plus.
  • Works independently away from Village offices for extended periods of time.

This position is regularly scheduled Monday – Friday, 7:30 a.m. to 4:30 p.m.

Hourly Pay/Salary Range : $56,304 - $83,844 Annually
